Program Planning, Proposal Development, Research, Evaluation, Technology Carlos Romero is President of Apex Education, Inc. He has 18 years of experience in program planning, proposal development, project management, research and evaluation. He completed his undergraduate work in political science at the University of New Mexico and received his M.B.A. from the University of Phoenix. Carlos brings a broad range of experience to Apex, having worked with numerous federal and state grant programs including Comprehensive School Reform, Comprehensive Regional Assistance Centers, Technology Literacy Challenge Fund, E-rate, Title VII Bilingual Education, 21st Century Community Learning Centers, Suicide Prevention, State Personnel Development, Reading First, School-Based Health Centers and other programs focusing on school improvement, student health and behavioral health, math and science, and reading and literacy. These programs focus on improving low performing schools and addressing barriers to learning that place students at risk for educational and social failure. Carlos employs a technical assistance, value-added approach to evaluation that results in (a) efficient and effective data-management; (b) formative feedback for on-going decision-making; (c) compliance with program requirements; (d) determination of effectiveness of strategies; and (e) recommendations for improvement.
